Why don't different ways of measuring the cosmological baryon density agree?

The cosmic microwave background, and the abundances of light elements via big bang nucleosynthesis theory give the most precise measurements of the cosmological baryon density - but these measurements don't all agree with a single value. I will look at the different ways of measuring the baryon density, and discuss different explanations that have been proposed for the disagreement on the value of the baryon density.
